The work of engineers is all around us—woven into the roads we travel, the buildings we occupy, the technologies we rely on and the infrastructure that keeps South Jersey moving. Yet much of that work happens out of the spotlight. In this special Who’s Who in Engineering feature, we turn that spotlight on the people behind the plans, designs and innovations shaping the region. Meet the engineers and industry leaders whose expertise, ingenuity and vision are helping build what comes next.
Dr. Kris Singh Founder & CEO, Holtec International
Singh leads Holtec International, a multinational energy technology company with its business footprint in 18 countries on five continents. Holtec’s major business concentration is in the development of clean power generation technologies, including its flagship small modular reactor (SMR-300™). Under his leadership, Holtec pioneered the restart of the shuttered Palisades nuclear plant and became the largest decommissioning company. The company also diversified into long-duration energy storage and solar energy capture technologies.
A graduate of the University of Pennsylvania (Ph.D., 1972), Dr. Singh is a widely published author (74 archival technical papers, one textbook and numerous symposia volumes) and a prolific inventor (228 granted and numerous pending patents). He has been elected to several prominent academies, including the National Academy of Engineering and National Academy of Inventors, and has received numerous awards and citations.
An intrepid entrepreneur and a socially conscious industrialist, Singh built a $312 million technology campus on the Delaware River in Camden in 2017 to create much-needed employment in one of America’s poorest cities.
Richard “Rich” Tewksbury, PE, CCM Department Manager, T&M Associates
Tewksbury is an integral part of T&M’s Buildings & Facilities Market, where he leads the planning, design, engineering and management of complex building projects throughout New Jersey and the Northeast.
Known for his hands-on approach and deep understanding of facility systems, Tewksbury serves as a trusted advisor to clients, helping guide projects toward practical, high-quality outcomes. He combines disciplined project management with a commitment to accountability, collaboration and excellence in delivery.
Passionate about creating facilities that strengthen communities and improve quality of life, he has helped deliver educational institutions, public facilities, aviation infrastructure, houses of worship, recreational venues and other community assets that serve residents across the region. Tewksbury’s expertise includes design and construction management, procurement and bidding, cost control, logistics planning, and constructability reviews. Recognized for his thoughtful leadership and results-driven approach, he develops practical solutions that create lasting value for clients and communities.
His personal motto, passed down from his father, is: “Do the work as if it were at your own home.”
William H. Kirchner, PE, CME, N-2 Vice President, Environmental Resolutions, Inc.
Beginning his career with Environmental Resolutions, Inc. (ERI) as a Drexel University co-op in 1990, Kirchner was the fifth employee hired by the firm. He became a partner in 1997 and vice president in 2010. Today, ERI has nearly 90 employees, and he plays a key leadership role in guiding the firm’s continued growth while overseeing a team of professionals dedicated to water, wastewater and municipal infrastructure projects.
With two master’s degrees (civil and environmental engineering from Drexel University) and more than 35 years of experience, Kirchner has built a reputation for engineering ingenuity, practical problem-solving and a commitment to delivering maximum value for clients. His unique perspective stems from serving not only as an engineer but also as a NJDEP licensed N-2 industrial wastewater treatment operator. This hands-on operational experience provides a thorough understanding of the treatment processes he designs and allows him to develop solutions that work in the real world, not just on paper. He is known for collaborating closely with operators and municipal staff to create systems that are reliable, efficient and straightforward to maintain.
K. Wendell Bibbs, PE, CME Market Segment Director for Public Works, RVE
Bibbs has more than three decades of experience in the field of municipal engineering. In his role at RVE, an Ardurra company, he is responsible for the support of municipal projects undertaken in the Northeast. During his 35 years with the firm, Wendell has served as consulting engineer to municipalities, school districts, county agencies and municipal utility authorities. He was part of a leadership team that guided RVE’s strategic growth until it joined Ardurra Group earlier this year and he continues to expand RVE’s presence throughout New Jersey municipalities.
Previously, Wendell was responsible for hundreds of projects conducted annually in Burlington, Mercer and Union counties where he gained diverse, professional experience.
Joseph DiAntonio Senior Project Manager & Consultant, GZA GeoEnvironmental Inc.
DiAntonio has more than 29 years of experience in the environmental field. He specializes in the investigation and remediation of sites with impacted soil and groundwater, including former MGP sites and landfills, as well as the rapid response to releases of mercury and petroleum. DiAntonio currently manages multiple remediation sites, providing consulting, reporting and permitting services to help bring clients’ sites to closure.
He is also responsible for the OSHA Health and Safety compliance for GZA’s offices in Hammonton and Plymouth Meeting, Pa., and takes pride in his office being awarded the annual NJ Governor’s Occupational Safety and Health Award for the second consecutive year.
Joseph Mancini, PE, PP President, Tristate Engineering & Surveying
Mancini is a civil engineer and professional planner with more than 25 years of experience in land development, engineering and planning. He works with property owners, developers, municipalities and public agencies, helping clients navigate the complexities of land development and planning.
Also a licensed realtor, he has appeared before numerous planning and zoning boards as an expert in civil engineering and land planning. A Camden native and Blackwood resident, Mancini is actively involved in his community and brings a unique perspective that combines engineering, planning and real estate.
Matthew J. Walsh, PE, CME Senior Project Manager, Site Civil Engineering and Landscape Architecture, PS&S
Walsh has more than 10 years of experience in site civil engineering, bringing a well-rounded perspective from field surveying through site planning and design. He began his career performing boundary and topographic surveys, as well as construction stakeout, providing valuable hands-on experience that informs his approach to site development.
His expertise includes due diligence and feasibility studies, site layout and design, stormwater management, hydrologic and hydraulic studies, grading and utility design, construction documents, soil erosion and sediment control, roadway design, landscaping and lighting design, permitting and cost estimating. Walsh has extensive knowledge of NJDEP stormwater regulations and design techniques and has prepared local, county and state permit applications.
Shardul Brahmbhatt, NICET III Senior Construction Inspector, Keller Engineers
Brahmbhatt brings nearly four decades of experience in roadway, bridge, building and infrastructure construction inspection, with service to the New Jersey Department of Transportation (NJDOT), private developers, contractors and municipalities/counties. He has served as a senior construction inspector on three drainage restoration contracts, totaling $18.5M of infrastructure improvements.
His expertise also includes structural concrete and steel, HMA placement, MPT, environmental compliance, advanced field-testing methods, vactor cleaning and CCTV videotaping of drainage infrastructure systems. He brings strong technical expertise and a proven ability to manage construction operations and ensure projects are delivered safely, efficiently and in compliance with contract documents.
Tony DiLeonardo, LEED AP, CxA Principal, Wick Fisher White Consulting Engineers
DiLeonardo has been with Wick Fisher White Consulting Engineers since 1985 and over his career he has designed HVAC, BAS, plumbing and fire protection systems, and today leads and directs all of the firm’s commissioning projects—with a practice focused primarily on data centers, labs and research facilities and other critical environments. He is a strong advocate for the value of building commissioning, ensuring that design intent carries through to construction and that projects are built the way they were designed. DiLeonardo is a recognized thought leader in the field, engaging the design and construction community through conference presentations, webinars, training sessions and the firm’s qWICK Tip video series.
Anthony J. Digneo, PG President, Digneo Engineering, LLC
Digneo has more than 30 years of experience providing geotechnical engineering services and has established and managed geotechnical departments at five engineering firms. In 2019, he established Digneo Engineering’s geotechnical services department, which has grown continuously and now focuses exclusively on geotechnical engineering and construction-phase materials testing and inspection (CMT).
Digneo also has extensive experience serving engineering firms and other clients throughout the Delaware Valley. His project experience ranges from small residential structures to warehouses exceeding 1 million square feet, encompassing projects of all sizes and types. His expertise has driven the firm’s growth and reputation.
Craig Zeidman Chief Integration Officer, Senior Principal & Executive Committee Member, Colliers Engineering & Design
In his multi-faceted role, Zeidman oversees the full integration lifecycle, from developing timelines and communication plans to executing change management strategies and facilitating cultural alignment. Working closely with the firm’s mergers and acquisitions team, he ensures that integration planning begins well before a deal closes and continues through every milestone until the transition is complete.
Prior to this role, Zeidman built the firm’s telecommunications service line from the ground up, ultimately leading the telecom/utility division as division director. Under his leadership, the practice grew to serve all major national cellular providers, carriers, tower companies and program managers nationwide.
Patrick Kane, PE President & CEO, Taylor Wiseman & Taylor
Kane has been an integral part of that evolution since joining Taylor Wiseman & Taylor (TWT) in 1985. Over four decades, he has contributed to the firm’s growth and advancement, bringing technical experience and a forward-looking perspective to his leadership since becoming president in 2019.
His leadership reflects a commitment to strengthening TWT while supporting the people, expertise and relationships behind its success.
As TWT celebrates 125 years, Kane and the entire team are building on that legacy, carrying forward generations of experience while positioning the firm for future opportunities.
